I agree with a lot of this, but I feel there is far too little time dedicated to the aspects of the creation aside from character design and modeling.
A single map is independent of the actual mechanics of the game. We need to discuss every feature and mechanic we are going to have in the game before we make a map with those features and mechanics in mind.
While actual construction of the level would not take a huge amount of time (the terrain, main architecture, and placed items like trees and rocks won't take too long and we can easily put them together in the UDK) there isn't any room in the schedule for fleshing out the game mechanics. Depending on who is working on what, that could potentially be done alongside the other scheduled tasks.
And yes, we do need to have Skype meetings. Until I can get my own PC I will need to Skype via my iPod, but I should still be able to be at meetings.
